The island and the location of the station became a coaling station for the US Navy, which was continued in the post-war years by a former slave who became the new US Congressman Robert Smalls.

In addition, Congressman Smalls is pushing for a new federal military establishment on the island, an effort that dates back to 1891 when sailors first settled the deserted Lowcountry island. This first team was a small security team under the command of First Sergeant Richard Donovan attached to the nearby Port Royal military base. Although initially deployed on the small island, Donovan and his troops were praised for their efforts to save lives and protect property during the hurricanes that affected the area from 1891 to 1893.
